Accessing iCloud backup on Mac

I've located an iCloud back-up on my Mac via the 'system preferences > iCloud > Manage... > Backups' route, but how do I actually access this backup? It doesn't show up as a file on my Mac, or in my iCloud account, nor in my iTunes. I've tried setting up a phone using previous iCloud backups, but this specific backup also doesn't appear as an option when trying to set the phone up.

Is there any way to access it?

You can only use an iCloud backup from an erased iOS device.

During the setup process, you sign in to iCloud at the Apps and Data screen to see available iCloud backups.
