IPad problem

So I was trying to fix my disable iPad ( 7th generation ) but I wanted to update first and after I did it was kinda fixed I said kinda because it goes straight to asking me to submit a password and confirm it then it says attempting to save data and it just goes back to creating a new password and confirming it. And that order goes on and on how do I fix it
