Cannot open safari on mac

I can't seemed to open safari, also when I'm trying to open a certain video link to safari, it won't load and a message appears : The application “Safari” is not open anymore.

Is it because I haven't update? But when I tried to update safari, it said that I need to quit safari but I can't even open it up at the first place so I can't update safari.

Any other solutions? Please help
