It sounds like you’ve done some excellent troubleshooting for this so far. Are you able to use this Apple ID on other devices without issue? Make sure you’ve used your account on another devices and then try again.
Also, do you have two-factor authentication enabled? If so, you may need to enter your verification code immediately following your password when signing in on your Roku device. For example, in the password field you would type “passwordcode” and see if this works.
