Probably when you last updated the iOS it was changed to the high efficiency automatically. Go into Settings/Camera/Formats preference pane on your iPhone and set the Camera Capture to Most Compatible.

If your Mac is running Catalina, it can handle HEIC photos. They are having the big advantage of needing only half of the storage of the JPEG version, at the same quality. (Using HEIF or HEVC media on Apple devices - Apple Support)

You may want to keep the photos and videos in the High Efficiency format to save storage and convert them only to JPEG, if you really need a JPEG version for sharing. When you export a photo from Photos with "File > Export, you can pick the format and quality you want.

I am currently converting my photos and videos to the High Efficiency format to reduce the size of the library, so I do not need to fall back on "Optimise Storage" on my iPad or iPhone.
