iPad is disabled, connect to iTunes error

My computer is a Chromebook...so I cannot connect the iPad to it. It doesn't have a usb ability. Do you have any other suggestions?

Now the message below the disabled message reads to press on home to unlock. I did that. That did nothing.

I bought a new iPad 7th generation, and it is already disabled because I wasn't able to create a passcode. I'm 70 yrs old...I need your help. My original explanation disappeared. Thank you
