new ipad disabled

I just purchased an iPad 7th Gen. I am locked out trying to set up. HELP. The message reads...ipad is disabled, connect to iTunes. I am able to access iTunes on my mini iPad. I don't have iphone or a mac. Do I need to take this to MAC store?

You need a Mac or a PC. iTunes on an iPad is insufficient.


So yes, you should visit an Apple Store or Authorized Apple Service Center and seek assistance there.
