I ordered a 2nd generation ipad pro 11 inch and started using it 3 days ago but today a red line has appeared on the screen and will not dissappear even after being turned on and off? any advice on why this has appeared or what I should do?

As described, you have a defective iPad. Given that the device is new, a fault of this nature just isn’t worth the hassle of diagnosis and repair.
You should immediately return the iPad to your retailer for warranty replacement. If purchased directly from Apple, in addition to your warranty rights, Apple offer a no-quibble 14-day return/exchange policy (generously extended during these extraordinary times).
