Why does every one of my iPads (mini, Air2, Pro) always grey out any document I download?
i’ve checked my settings and can’t find any setting that might be causing that. How do I solve that problem AND open those documents?
Your iPad likely cannot discern what app created a file you’re trying to view.

What model iPad? What iPadOS version? What application version are you using?

I’m downloading receipts and similar documents that come in emails.
format? PDF, I suspect.
3rd generation iPad Pro (though my older iPads have this same issue).

So you apparently succeeded in downloading. Are you using the Books app to access these documents?
No, I’m using Files. I just checked Books and they’re not there. I can see that they downloaded (the 1st page is visible but greyed out) but I can neither open nor delete them.
Downloads are always greyed out.
