iCloud email issue

I can't seem to log into my icloud email. I've never had this problem before. When trying to log in, it says "You're Apple ID or password was incorrect" I know I didn't forget my password (I write all my passwords down). So I click on "Forgot Password" then it makes me input my Apple ID. I reset the password, but all this is doing is changing my Apple ID password. My iCloud email is different from my Apple ID.

Repeatedly changing the password isn't going to help - What to do after you change your Apple ID or password - Apple Support.
