iCloud Family Storage Not working for all my family Members

My son is part of my iCloud Family and iCloud storage but he is not getting the benefit of the iCloud storage, his phone stills says “iCloud is Full”. He is part of my family, enjoys apple music but not the extra storage so that his phone will stop saying “iCloud storage Full”. Please advise or help.
