Not receiving calls - answers switched off

When I call my wifes Iphone it says its swithed off - but she can make calls out HELP

Correct on second call to provider simm tested and found faulty. Thanks

Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to her device
