Is there an ability to not install the contact tracing software in the new iOS 13.5?

iOS 13.5 intoduced only a specific API (Application Programming Interface) to let apps developers write apps about coronavirus tracing, via Bluetooth and NOT via GPS.

If you do not download those specific 3rd parties apps (generally approved by your country Institute of Health), iOS 13.5 does absolutly NOTHING about Covid19.

Just to give you a better idea.

I live in Italy, and here the ONLY app approved by our Institute of Health is called IMMUNI, now under test in 4 regions. In my region that app doesn't work yet (perhaps next week), and I'm going to download and install it, also because that tracing app will use Bluetooth (not GPS) and my privacy is protected.

Apple (for iOS devices) & Google (for Android devices) released their own APIs at the same time.

But again, without downloading a tracing app, APIs do NOTHING.
