iCloud won’t backup

My iPhone won’t backup with the iCloud. It’s been three weeks it was last backed up. I keep trying to back it up connected to the power and locked. I only have 3GB out of 5GB and that’s never stopped me. I need help as to why my iPhone won’t backup with the iCloud.
