I am challenged during my login to Apple ID (account) and a 'device' is automatically chosen to receive my 6-digit authentication code. How do I redirect that code to a iPhone and not my iPad?
It should go to all of your trusted devices, including the one that you are logging in on if that device has already been set up as trusted. In my personal experience it quite frequently goes to only some of the trusted devices and which ones seems random.

You can always get one from Settings. See the "Get a code from Settings on your trusted device" section of Get a verification code and sign in with two-factor authentication - Apple Support
Do both devices have live internet connections when a code arrives? Codes are sent over the internet using iCloud encrypted notifications. So to get a code each trusted device must have an active internet connection at the time the code is sent. And the minute you cancel the notification on one it disappears from all.
Yes, that has been my experience too. It goes to iPad then iPhone and now iPad with several logins today. No clear reasons for either, but not yet both. Would be a problem to be traveling and only have the phone, and not the iPad along with.
