This may be your problem. Apple is aware of it, but there is no definitive solution yet.
But, note that some have solved the problem by signing out of iCloud, restarting their devices, and signing back in.

I just did that and it deleted half of my pictures
If you were syncing photos with iCloud, have you allowed enough time for the photos to sync back? The photos sync is very, very slow. It may take a couple of days to complete the sync.
