Arrow turned into plus sign on Macbook

My cursor arrow changed into a plus sign and I can’t get it back to an arrow. It turns back into an arrow over the toolbar but when I click on anything (like clicking to restart or shut down) it turns back into a plus sign and doesn’t do anything. So I’m stuck, even can’t turn it off.

This happened after I looked at and took a screenshot of a map. I was spreading my fingers trying to enlarge sections of the map. When I spread my fingers, blue dots forming a rectangle appear.

How do I get my arrow back?

Thx a brody. Tapping trackpad didn’t clear, nor command-v.

How can I reboot it if I can’t click on the apple to Restart or Shut Down?
