Where do I make mouse wheel go faster

when I'm moving up and down web pages

It's actually hidden in accessibility settings. Go to System Preferences > Accessibility > Pointer Control, then you have to go even deeper, toward the bottom right there's yet another button: Mouse Options...


Click on that, and you finally have the setting where you can control Scrolling Speed.
