I added apple Pay to apple payment methods because old Visa expired. Apple not charging the fee, even though there are enough funds.

Can't update payment method The VISA card I have been using to pay Apple has expired. I added my renewed VISA card several weeks ago, but Apple are now insisting on trying to use the expired card to take this month's payment for iCloud storage, instead of charging the updated card. Apple won't let me remove the expired card because 'there is a payment outstanding'. I'm now caught in a loop in which I can't remove the expired card and can't get Apple to use the new one.
