ICloud hacked, cant verify to unlock

On June 12 I received a notice that someone had signed into my iCloud acct. I went into my settings and changed the email and password. The old acct email is what still pops up but is locked. The phone # was changed so I can’t get any further. I didn’t have 2 factor id but now it says on that same day it was activated. Help???
