there are 36 different bluetooth profiles few devices if any support all of them https://en.wikipedia.org/wiki/List_of_Bluetooth_profiles
so be sure what you attempt to pair works with the device you attempt to pair with it
things such as headsets and speakers usually require the user putting the bluetooth headset or speaker into pairing mode / discovery mode before they can pair with a new device.
you can't pair ipads with iphones or computers for file transfer or sync or the likes
