iPad mini 1st Generation

I want to give my mum my old IPad Mini, 1st gen. It’s mainly so she can FaceTime and get pictures of her grandkids so don’t need any/many apps.

If I factory reset it, can it be set up as a new iPad and still work?

iPad mini, iOS 9

You're welcome.

Yes, your mum should create her own Apple ID and Password, and it will work, obviously with the limits of its hardware structure and compatibility. The latest iOS supported is 9.3.5 (if it's a wifi model only) or 9.3.6 (if it's a wifi+cellular model). Consequently, it will only be able to support apps that require iOS 9 (the ones that require newer iOS versions cannot be downloaded / installed).
