Cellular Lines on Apple Watch
Do I need to add a new line on my cellular plan for Apple Watch to connect to cellular network without iPhone close by? Or does it use the same number?

It uses the same number as your phone but you have to activate the E-sim on the watch,this is an extra monthly fee on top of your existing contract.
And your network provider has to be one that supports the cellular watch,not all do,here is a list of carriers that do;
