Stuck in a loop when signing in to App store

I just got a new phone and set up a new Apple ID and password.


When I try signing into the App store to download apps for work i get a message about this Apple ID has not yet been used in the iTunes Store and to tap Review but when I do it just takes me back to "Sign In with Apple ID" and then loops me back

From your post, I see that you’re having an issue with downloading apps for work. You are getting a message about thisApple ID has not been us din the iTunes Store. I want to help. This article has the steps to take If you can’t download or update apps on your iPhone or other Apple device - Apple Support


If those steps don’t help, you may also have to agree to the Terms of Service. You can go to Manage your Apple ID - Apple via a web browser and review your billing information.
