Is there a way to blur a face using imovie or any other video editing program on my late 2009 21.5' imac running OS 10.13.6 High Sierra. Ideally I would want to follow the movement of the face as it moves, to protect the subject's identity. I've tried Filmora 9 but it's not great and doesn't allow for movement.

There is no specific blur feature in iMovie 10. However, you can use the Keyframe animation feature of the Picture in Picture function to overlay a blurred image onto your subject's face, resize it to fit, and then use the Keyframe function to make it follow your subject. You can create your blue image by taking a screen shot of any blurred internet image and using that to overlay onto your video.
You might check out an app called Pixelator that creates pixellations. I have never used it so can't vouch for it. Here's the link:

I have never used Final Cut Pro so I can't comment on whether the blurred face procedure would work any easier with it.

Yes I did follow both your links. Thanks very much. I will have a go at doing it that way. I just wondered if there was a simple "one-click" solution if I spent a bit on a better program. I tend to find iMovie a bit frustrating sometimes.

As a free consumer app iMovie has the basic features for making movies, but does not have all of the bells and whistles that professional apps have. I have found that with workarounds and borrowing from other apps one can create a lot of interesting effects to enhance a movie. Sometimes it takes a little work, though.
