I have an older MacBook Air (13-inch, Early 2014) and macOS High Sierra version 10.13.6 is currently installed.
I want to update to Catalina but am unsure if it will work or not.
By the way, why doesn't Catalina show up in "Updates" section of the Mac App Store?

Because it's an upgrade from a previous macOS version, not an update to an existing macOS version.
