Safari bookmarks not syncing on MacBook

I am having issues with iCloud bookmarks not syncing on my MacBook - no issues on my phone or iPad. I have tried everything-reinstalling Catalina, full back up and restore, de-selecting safari from iCloud, waiting, restart etc - nothing seems to work!! I have also read advice about searching for bookmarks.plist in library-but I am not able to find this? Any tips would be appreciated please as this is driving me nuts! Thanks
