Can't receive or make calls

MY Iphone XR isn't receiving calls or making them, I can face time but not call. This has never happened before and has been going on for the 25 minuets. I tried turning off wifi, data, and going in airplane more, nothing seems to work. I got my Iphone in October of 2019, so it isn't old either. Help me Please
