how do i connect icloud keychains on ipad and iphone

I am logged in on two apple devices, but the iCloud keychains/passwords are not syncing. What is the problem and how do I resolve it?

I have iCloud setup on both devices with Keychain turned on. And I only have one Apple ID. I’ve factory reset my iPad Pro 2nd generation running iPadOS15.0.2 many times. Did you turn Keychain on in the settings? If you are running iOS 13, you must also use two factor authentication in order to use Keychain.
