Sierra 10.12 Preview used open and to edit a pdf. Notes not saved

Notes created then saved back to pdf format are not able to be read when opened in Abobe Reader or Preview. Reading feedback on the comminity pages, this seems to be a common problem.

I am trying to edit a pdf that was sent to me. Highlights saved ok. The issue is with annotation in note boxes.

Notes and highlights added as annotations in various PDF readers (e.g. Preview, Skim, etc.) are not guaranteed to be seen as entered when opening the PDF in a current version of Adobe Acrobat Reader DC. Standardize on one PDF reader when entering notes and your consistency issues will go away.

If you are attempting to actually edit original PDF content, then you will need one of the available PDF editors from the Mac App Store (e.g. PDFpen 12, PDF Expert), Adobe Acrobat Pro DC (subscription), or Master PDF Editor. All of these have free, limited trials from the respective vendor sites. Apple ships no PDF editor.
