My iPad is disabled and I cannot enable wifi
Can someone help me to enable WiFi on a disabled iPad. Please give suggestions because my laptop does not let me download iTunes!

you can't do anything at all with a disabled ipad
it needs a cable connected to a computer with itunes installed (it need not be your computer or a computer it has connected to before it could be a friend, relative, public labrary or computer store computer)
If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
