Even when accessibility turned off, get this wired highlight across css buttons in all the websites

Hi,

I get this wired highlight over buttons across the pages in Google Chrome in my macbook even when the accessibility settings/ keyboard navigation settings are turned on, I have already google and found https://support.apple.com/en-gb/HT204434 Mac accessibility settings can cause these css focus.

Image from Google Search (google.com) with the bug

same image from Google Search (google.com) without the bug

image from w3schools which has collection of css button (https://www.w3schools.com/css/css3_buttons.asp)

Same button from w3schools without the bug

image form some random website that also used css and this bug was present. In google chrome its highlighted in blue and in Edge Beta its highlighted in Black

Same close button without the bug
