Merge two iCloud accounts

How can I merge my two accounts with different country locations in

You cannot. iCloud accounts are tied to the AppleID used to login to iCloud. And AppleIDs cannot be merged.

Should I use two Apple ID if I travel between countries I am spending my time in between two countries and having trouble with some apps that are not available for the other country.
