It would be annoying right now even if you were in the US as Apple Support is a bit overwhelmed during the pandemic due to stores being closed and other reasons. Currently for me, clicking on the link below requests that I try again later.

same question , don't have anything listed as my payment option so it couldn’t be that , and the support site doesn’t give any good solution

I don't know of any way to contact them by email or to resolve that issue by email.
