I may be able to get hold of a late 2012 retina MacBook Pro:
13" 2.5GHz Intel core i5
8gb 1600 MHz DDR3
Intel HD Graphics 4000 1536 MB
I understand these ones can be upgraded to 16gb RAM and an SSD drive.
Is it also possible to upgrade the CPU?

RAM cannot be upgraded in any Retina MBP, not even by Apple. It is integral with the logic board.
