How do I limit how high I can set my volume to on my IPhone XS? I want to limit how loud it is so I don’t end up permanently damaging my hearing.

Open Settings ➔ Music ➔ Volume Limit ➔ Max Volume - Set Maximum Volume
This applies to the Music app and will do what you wanted but only in the that app. People generally tend to play Music louder than any other audio stream.
For a system wide suggestion, you may leave feedback to Apple as indicated by the responder to your post before me.
