working in an album (where I can sort by title) I want to manually delete duplicates in my library and on all devices. Can I do that from an album? It's the only way I can see a lot of the duplicates side by side. They don't always come up next to each other in the photo library.

Yes, you can. In an Album, right-click the selected pictures then hold down the Cmd key. The 'Remove 1 Photo from Album' option changes to 'Delete 1 Photo' (or as many as are selected).

Cmd and Backspace (left arrow delete) also works, but without any warning dialogue. There is safety in the 'Undo' command, though!

You cancel out duplicate photos by using an app that will identify the potential duplicates, put them in an album or mark them with a keyword for easy retrieval and deletion by you. You don't want one that does the deletion itself for obvious reasons.

I've run tests on the following apps with these results:

PhotoSweeper - $9.99 - Demo version available.

PowerPhotos - $29.95

PowerPhotos is the iPhoto Library Manager version for Photos and is very powerful. Although more expensive I would recommend it as it has more capabilities than the others like the capability to merge Photos libraries or copy photos, both original and edited versions, along with their metadata between libraries.

PhotoSweeper compares bitmaps and/or histograms so it can detect duplicate images even if they have different file sizes, file names, image sizes and capture dates.

If you have iCloud Library enabled if you delete files on your local Mac library they will be deleted in the iCloud Library and on any device you have that's logged into the same iCloud account and has an iCloud Library enabled.

I'm not sure how many photos you have, or how many duplicates you think you have. If its just a handful then you can do it manually, but if your collection runs into '00s or '000s then you will need a bit of software to do all the hard work for you.

I use Power Photos from Fatcat Software which is easy to use and will search for duplicates based on the underlying photo not simply the title. Its safe to use as you can review the results of the duplicate search to make sure you are happy with the photos being deleted before clicking OK to allow it to delete them for you.
