Do not want the COVID-19 Tracing downloaded on my device without my knowledge. Snooping doesn’t sound good.

Best you update to iOS 13.5.1.

Tracking is OFF by default and you'll need to proactive download an app that uses COVID-19 API

and you also need to switch it ON.

Without the app that you have to install there is no tracking whatsoever.
