International Debit Card is not being accepted as a method of payment

I am in India and have a Visa International Debit Card and have also activated international payments. Still, Apple does not accept it and says "Your Payment Method is declined. Please update your payment method." I use a Corporation Bank Debit Card (Public Sector Bank)

Can someone help with this issue? Or should I use some other card only?
