The option to annotate on the IPad is not shown in the preview app (working with PDF).
I can use the feature as described from e.g. the notes app or mails.
Working with the 2019 MacBook Pro 16" and the IPad Pro 2nd Gen. both with the most recent software.

Try updating to iPadOS 13.5.1 to see if it resolves your problem.
