IPOD Shuffle Stuck Loading Software

I have a 2GB IPOD Shuffle and am running Catalina on my iMAC. The IPOD shows up in Finder, in Music, and in Disk Utility. In finder, there is never an option to update or reset the IPOD. The IPOD is always stuck "Loading" software. There is no ability to sync media on the IPOD. A similar IPOD works, has update options, and syncs, so I assume it is a problem with the IPOD. I tried downloading Apple's Shuffle Reset program, but it says it needs to be updated. Any ideas how to reset my IPOD without using Finder? Thanks.
