I am in Japan and need to pull an app from the Japanese iOS App Store. Can I create a 2nd Apple ID for Japan on my same device so that I can get access to this app?

I have read that others have done that. You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country.
I think can do that. Afterwards, I think you can set up family sharing between the IDs to share purchases made with them. Note that I keep saying "I think"--because I am not 100% positive there could not be a problem. See these search results: use app stores different countries.
