why do I get Norton pop up message The computer fd00:976a:c305:1c::1 is attempting to access CommCenter on your computer? I can block or allow.This is on my MacBook Pro IOS catalina

Norton is sending notifications to you to inform you that your computer is attempting to access the CommCenter. I have no idea what Norton is referring to when it mentions a CommCenter.
On a side note, you really do need Norton or its other features on your MacBook Pro. Installing Anti-Virus software on a Mac does nothing but create additional issues and affect performance in most cases. You do not need to install ANY anti-virus software on a Mac running a macOS.

Commcenter, it is a framework for Apple Devices like iPhone, iPad, and Mac. The Commcenter is an integral function on an iDevice that is responsible for cellular related services. Disabling the Commcenter leads to loss of network services and many other network issues! The Commcenter is the part of the messaging app that is running on the background even if the app is not opened.
