How can I add a "tab" to next fillable text box in preview? Creating an application. Thanks.

You will need a proper PDF Editor that supports PDF form fields, and where you can configure tab order between those fields. Preview is not a PDF Editor, nor are its text box annotations form entities, or tab aware.
Some examples of PDF Editors:
- Mac App Store
- PDF Expert
- PDFpen 12
- Master PDF Editor
- Adobe Acrobat Pro DC (subscription)
All of these vendors offer limited trials from their respective websites.
