Broken siri

Siri stopped working on i phone 7 plus i have tried every hack to fix it to no avail in setup i can not get past hey siri page

Siri I can’t get Siri to work, when I first got the iPhone 11 it worked fine, now doesn’t work and hasn’t for awhile now. Does anyone have any suggestions? thank you in advance Gary
