Why can't I purchase songs any longer on I Tunes? I keep getting blocked by the pandering Apple Music which I had and cancelled due to the costs. I have to continuously tick the "not now," which it clearly doesn't understand. Is it time to go to a droid and Spotify?

Sounds like you are in the wrong place.
The Apple Music subscription popup only appears in the Music app when trying to access songs in the For You and Browse tabs which are specifically for the Apple Music subscription service.
To buy songs from iTunes, you can do so directly in the iTunes Store App and not in the Music App.
