I bought an iPad air on May 25th for my college graduation. Now that apple is giving a free pair of airpods with an iPad air purchase for students, am I eligible for the free airpods even though the promotion technically started after my purchase?

No, if the purchase was made within 14 days then you can return the device and make a new purchase.
