How can I unlock an old ipad mini that's locked to some owners account from the past?

The iPad is locked with Activation Lock. There is no way around unlocking Activation Lock without inserting the device’s associated Apple ID. Since it sounds like you are unable to contact the previous owner and since you are not the original owner of this iPad then there is nothing you, or Apple, can do to unlock this iPad. Your only option is to recycle the iPad.

I have an old I pad mini that has been locked to a previous owner's account some years ago. I have no way of knowing who the previous owner was or means of contacting them. Is there any way I can remove the previous owner's activation lock and use the device ?
No. The Activation Lock can only be removed by the previous owner. Not even Apple can remove it.
Without that information, you can't. It will be forever useless.
We fellow users cannot help you. Apple will not help you unlock a device that is still under someone else's name.
