How much time it may take to load is in safe mode on MacBook Air
I was trying to boot my frozen state by invoking safe mode start. It has apple logo with bar running for nearly an hour. Is this usual. How much time it may take come out of this stage

Usually it takes couple of minutes, though it's not usual, try to force quit then safe mode boot again.
