How can I change the billing address that appears on my iCloud account?
My new billing address is correct on the credit card in wallet. When I go to iCloud, it is my old address. My contact has my new address.

Change it in your Apple ID account. When you change your payment information, it's automatically updated for all apps and services that you use with your Apple ID.
